Dissolution Of Haryana Assembly: Congress Claims, This Move Is A ‘death Attempt’ To Avoid A Constitutional Crisis

Haryana Governor Bandaru Dattatreya on Thursday dissolved the state assembly with immediate effect. A day before this, the Cabinet had recommended the Governor to dissolve the Assembly. At the same time, the Congress alleged that the state assembly was dissolved to avoid a constitutional crisis arising out of the Haryana government’s failure to convene the assembly session.

Congress General Secretary Jairam Ramesh said that Chief Minister Naib Singh Saini continued in his post despite knowing that he did not have a mandate. He said that the assembly session was deliberately not convened for six months, as once the MLAs were in the house, it would prove forever that the BJP did not have a majority in the assembly.

To avoid this constitutional crisis, the Cabinet recommended Governor Bandaru Dattatreya to dissolve the Assembly.

The last session of the Haryana Assembly was convened on March 13, when the Naib Singh Saini government won the trust vote and the next session was required to convene by September 12. Naib Singh Saini succeeded Manohar Lal Khattar as the chief minister in March. Khattar is now a Union Minister.

The government usually convenes the monsoon session in August. However, the government did not convene the session after the election was announced on August 16. The dissolved assembly had 41 members from BJP, 28 from Congress, six from JJP, one each from Haryana Lokhit Party and Bharatiya Rashtriya Lok Dal while four were independents. At the same time, nine seats were vacant.
