First Ever Joint Meeting Of EC And AC Held In DU, Historic Resolution Passed On 12 Colleges


Delhi University: A joint meeting of Executive Council (EC) and Academic Council (AC) was organized for the first time in the 102-year history of Delhi University. The meeting was organized in the Council Hall under the chairmanship of Delhi University Vice Chancellor Yogesh Singh. In which a historic resolution was passed regarding 12 colleges of DU. An EC committee was formed under the chairmanship of South Delhi Campus Director Prakash Singh in this matter.

The report of this committee was unanimously accepted in the DU EC meeting held on July 27. The report of this committee was collectively accepted in the joint meeting held on Thursday. It was also decided to inform the Delhi government about the findings and recommendations of this report. Along with this, as per another issue included in the agenda of the meeting, a committee has been constituted on the recommendation of the Chancellor in the matter of supervision of PhD by the teachers of the college.

The salaries of these colleges should be released on time

All the members present at the joint meeting appreciated the SPS Committee for comprehensively covering all issues in its report. The meeting, which lasted for about five and a half hours, also requested the government to rectify the problems of these 12 colleges. For this, the government will be requested on three main points. Meanwhile, the Vice Chancellor of DU gave information about the resolution. And requested the government to sanction the posts created by the governing bodies of the respective colleges as per UGC norms.

He said that the Delhi government would be requested to ensure timely release of funds (excluding salaries and wages) including losses in respect of all the 12 colleges to maintain the academic standards of the institution. Instructions should be given to the PWD to ensure proper repair and timely maintenance of the buildings and other infrastructure of these colleges in the larger interest of the students.

What does the SPS report say about 12 colleges?

According to the report of the Prakash Singh Committee on Colleges, these 12 colleges are constituent colleges of Delhi University as per prescribed norms and are an integral part of DU. Their validity cannot be revoked. The Delhi government had sent a letter to the Union Education Minister regarding 12 funded colleges by December 1, 2023. The allegations made in the letter were discussed in depth during zero hour in the EC meeting held on December 15. The Vice-Chancellor then suggested the formation of an EC Committee on the issue, which was unanimously passed.

After which a committee was formed under the chairmanship of Southern Campus Director Prakash Singh. Its members include DU EC Chancellor Nominee Member Indra Mohan Kapahi, Proctor Rajni Abbi, Lady Shree Ram College for Women Principal Suman Sharma, EC Member Monica Arora, EC Member Rajpal Singh Pawar, EC Member Ashok Aggarwal, EC Member LS Chaudhary, EC Member Sunil Kumar Sharma and EC member Seema Das were involved. The committee held four meetings and prepared its report. That report was tabled in the EC meeting held on July 27. After discussion on the report of the committee, it was unanimously accepted.

‘These 12 colleges are an integral part of DU’

According to the report of the committee, teaching and non-teaching posts have been created in all the twelve colleges as per the rules. The teaching and non-teaching staff were recruited as per the recruitment rules of Delhi University and the eligibility criteria prescribed by the UGC. There is no unauthorized diversion of funds from one item to another. No arbitrary and irregular payment for cleanliness and safety. There is no financial malpractice in colleges.

According to the committee report, these 12 colleges are constituent colleges of Delhi University as per prescribed norms and are an integral part of DU. Their validity cannot be revoked. In such a situation, any attempt to separate these colleges from the University of Delhi is neither legally justified nor in the interest of the students, teaching and non-teaching staff and the academic community of DU.

Atishi’s letter is a violation of university provision

It is also a violation of the Act, Statutes, Ordinances and Delhi University guidelines and procedures laid down by law. Therefore, the letter (01.12.2023 and note 19.01.2024) of Atishi, Minister of Education, Government of NCT Delhi is not legally valid. Because it violates the provision of the Act, Statute and Ordinance of the University. So it needs to be withdrawn immediately.
