Land Registration In Bihar Now On One Click! E-registration System Implemented, Know The Whole Thing


Nitish government in Bihar is implementing e-registration for the convenience of common people. This will give people a lot of convenience and they will not have to go to offices. This facility will be available through the new e-registration software. In the first phase, it has been started as a pilot project in five registration offices, District Registration Office, Jehanabad, Sub Registration Office, Danapur, Patna City, Fatuha and Bihta.

In the second phase, from September 9, it has been implemented in 11 registration offices (District Sub Registrar, Arwal and Sub Registration Office, Bikram, Phulwarisharif, Masodhi, Sampachak, Barah, Rajauli, Patepur, Katra, Sonpur and Piro). It will be implemented in all remaining registration offices in near future. In this software common man can apply for online registration anytime sitting at home. This information was given by Minister of Narcotics, Excise and Registration Department Ratnesh Sada in a press conference held on Monday. Secretary of the department Vinod Singh Gunjial and other officers were also present on the occasion.

E-KYC system

The departmental secretary said that the applicants will be able to know the status of their application themselves. The new software will provide information to the general public about the category of land and the fees payable on it. This software has provision of e-KYC (Aadhaar Authentication) for parties. The new software will be integrated with the revenue and land reform department software. The person concerned with the sale and purchase of land has to come to the registration office once for photo, fingerprint and agreement.

Determined the recovery of revenue

The revenue target of the registration department for the financial year 2024-25 is Rs 7,500 crore, the secretary said. Against the target set by August 2024, a revenue of Rs 3,305.64 has been achieved. This is 44.08 percent of the stipulated revenue target. The revenue target of the registration department for the financial year 2023-24 was set at Rs 7,000 crore. Against which till August 2023 Rs. 2,869.98 lakhs were received. Revenue receipts have increased by 15.18 percent compared to the previous financial year (up to August).

Digitization of documents

Two crore 34 lakh 62 thousand 435 documents have been digitized since 1995. About five crore 13 lakh 48 thousand 914 registered documents of the period 1796 to 1995 are pending for digitization, which will be digitized soon. Shelf counters have been set up in all the registration offices for the convenience of the general public. This counter provides all kinds of registration related assistance to the general public. All the registration offices have air-conditioned waiting rooms with seating for parties.

The waiting room has provision of clean drinking water and separate toilets for men and women. Canteen facilities are available in major registration offices for the convenience of general public, which are managed by Jeevika. Old office buildings and archives are being renovated and new office buildings are being constructed.

Sale of e-stamps

Through departmental software, e-stamps are sold by cooperative banks at all registration offices. In addition, for the convenience of the general public, through franking machines in all the registration offices Rs. Up to 1000 non-judicial stamps are issued/sold. High Court and all Civil Courts also sell e-Court Fees through the Co-operative Bank through the ACC counter.

Apart from this, e-court fees are also being sold through franking machines in 40 civil courts including the High Court. The department is also considering installing stamp vending machines at registration offices. Through this kiosk machine common people will be able to get e-stamps themselves like an ATM.

Appointment to vacant posts

It was also informed that a request has been sent to the Requisition Commission for direct recruitment against all sanctioned posts in the department. The request for 11 vacancies of Sub Registrar and Joint Sub Registrar has been sent to Bihar Public Service Commission, a total of 409 vacancies of Lower Division Clerk and 177 vacancies of Office Attendant have been sent to Bihar Staff Selection Commission by General Administration Department.

With regard to prohibition and production, he said that a total of 8,43,907 production charges (Product Charge File) related to prohibition have been filed, of which 3,70,814 cases have been brought up by the Narcotics Department and 4,73,093 cases against it. Went to the police department. Apart from this, 12,79,387 accused have been arrested. In which 5,43,326 have been arrested by the Narcotics Department and 7,36,061 by the Police Department.

A total of 1,49,68,664 bulk liters of domestic and 1,96,93,058 bulk liters of foreign liquor i.e. a total of 3,46,61,723 bulk liters of liquor have been seized. 96,68,194 bulk liters of liquor have been seized by the anti-narcotics department and 2,49,93,529 bulk liters of liquor have been seized by the police department. A total of 3,38,22,056 bulk liters of liquor have been destroyed by August 2024, which is about 98 percent of the total seized liquor.

Vehicles were also impounded

A total of 1,24,658 vehicles have been seized in liquor-related cases. In which 71,727 were seized by the Narcotics Department and 97,929 by the Police Department. A total of 71,727 vehicles have been auctioned up to August 2024, fetching around Rs 327.13 crore. A total of 14,004 vehicles have been exempted from penalty between April 1, 2022 and August 31, 2024, yielding Rs 65.40 lakh. A total of 8,208 buildings and plots have been confiscated in liquor-related cases.

A total of 507 buildings have been exempted from penalty between April 1, 2022 and August 31, 2024 under the provisions of the Prohibition Act 2022 (Amendment), yielding Rs 7 crore 19 lakh.

Call Center Management

He informed that the call center used to receive an average of 70-80 calls per day, now around 300-400 calls are received per day. Regular raids are being conducted by police and excise department based on complaints received in the call center. Raids are being carried out by motor boats in the rivers to prevent the smuggling of illegal liquor through the waterways. While a search campaign is being conducted against illegal liquor in trains. A 24×7 vehicle checking campaign is being conducted at a total of 84 functional checkposts.

Currently 41 drones are operating in the districts. Drone raids against illegal liquor are being conducted continuously and from January 2022 to August 2024, 97,688 raids have been conducted in various districts and 2,960 cases have been registered. Also, 16,78,032.74 bulk liters of liquor and 75 vehicles have been seized and 1,845.26 lakh kilograms of material has been destroyed. A total of eight satellite phones have been provided in the districts. While seven speed motorboats and six inflatable motorboats are in operation. Raids are being conducted continuously against illegal liquor by motor boats. During the period from February 2022 to August 2024, a total of 51,445 raids were conducted in various districts, 1,300 cases were registered and 91 persons were arrested. A total of 6,85,043 liters of liquor was seized and 658.68 lakh kilograms of Java Mahua was destroyed.

Drum cutters and drillers have been provided to all districts. Sniffer dogs are being used to detect cases related to alcohol. So far 33 sniffer dogs have been deployed. A total of 890 server operated breath analyzers are available with the production department in the districts. Apart from this, 12 hand held scanners are operational at the check post.
